Cook the ground beef in a large pan over medium-high heat, crumbling as it cooks. Once browned, drain any excess grease. Add the taco seasoning and water. Stir to combine.
Spread the refried beans in a baking dish or small cast-iron skillet. Then spread on the cream cheese. Sprinkle on the ground beef, tomatoes, and cheese. Add the diced jalapenos on top.
Bake for 20 minutes.
Garnish with sliced jalapeno and cilantro. Serve with tortilla chips or veggies.
