In an oven-safe skillet over medium heat, cook the ground beef, onion, and bell pepper. Crumble the meat as it cooks. Once browned, drain any excess grease from the pan.
Add all remaining ingredients (except for cheese) and stir well to combine. Simmer over low heat for 10 minutes.
Turn off the heat. Top with the cheese. Press some of the cheese down into the meat. Place the skillet under the broiler for 3-5 minutes, until the cheese is melted and a little bubbly.
Top with chives and serve immediately.

You can use a can of Manwich Sloppy Joe mix if you want to cut down on time and effort.
